Answer: Rags or wipes are considered non-hazardous waste when they are disposed effectively. Solvent-contaminated wipes and rags must be disposed in closed containers and those containers should be labeled. They will also be considered non hazardous when those Solvent-contaminated wipes dot not contain free liquids when being sent for cleaning or disposal. In addition to this these rags and wipes must not be exposed to human contact with bare skin. If these precautions are taken then these rags and wipes will be non hazardous.

Under the Solvent-Contaminated Wipes Rule (also known as the “Wipes Rule”), solvent-contaminated wipes sent for cleaning or disposal are conditionally excluded from hazardous waste regulation. As long as the solvent-contaminated wipes meet those conditions mentioned above, they are not considered hazardous waste Under the Resource Conservation and Recovery Act (RCRA),
