C. is correct.  After declaring war on Japan, the United States sent troops to Europe.  USA had to rebuild some of it's navy before island hopping in the Pacific.  However, none of the aircraft carriers were hit at the Battle of Pearl Harbor.  They will play a key role throughout the Pacific Theater of WWII.
