simply and shortly put, we "use as many zeros at the bottom as there are decimals and lose the dot", what the dickens does that mean?

well, 0.85 has two decimals, so we use two zeros,00, at the bottom of the fraction and lose the dot, let's do so,


\bf 0.\underline{85}\implies \cfrac{085}{1\underline{00}}\implies \cfrac{85}{100}\implies \stackrel{simplified}{\cfrac{17}{20}}

17/20 because it would be 85/100 and 5 goes into 85 17 times and 5 goes into 100 20 times.
