We are given

Since, we have to solve for y

so, we will isolate y on anyone side

Firstly, we add both sides by 4


(2)/(3)y-4+4=x+4


(2)/(3)y=x+4

Multiply both sides by 3


3* (2)/(3)y=3*(x+4)


2y=3*(x+4)

now, we can divide both sides by 2

and we get


y=(3)/(2)(x+4)
