The agreement between thirteen states of USA and served as its first constitution is called Articles of Confederation and Perpetual Union, its purpose was to maintain the sovereignty and independence of the states. But in the structure of government created by the Articles gave only limited power to the central government (Continental Congress), only those powers which that colonies recognised as belonging to the king and the parliament.

Hence the central government could not enforce laws and if a state didn't support the law they could simply ignore it. It also didn't have power to regulate trade or collect taxes. Hence to get rid of all these weaknesses and revise the Articles Constitutional Convention met at the Pennsylvania State House in Philadelphia on May 25, 1787 and finished the completed the new constitution on September 17, 1787.
