simple on running balloon acquires charge and charge of wall opposite so it so both attracts each other so balloon sticks to wall

as the balloon is rubbed on hair, due to friction, the electron transfer takes place between them and as a result balloon acquire some charge. The balloon when touched with the wall sticks to it because of force of attraction between balloon and wall. the wall must have the charge opposite to what the balloon has on it. we know that unlike charge attract hence the balloon sticks to the wall.
