First you need to get you're y-intercept form equation which is going to be : y = -1/2x + 7
How: x + 2y = 14
-- Subtract x on both sides

x + 2y = 14

-x -x

Then: 2y = -x +14
-- Divide 2 on all parts

(2y)/(2) = -(1x)/(2) + (14)/(2)

Equals: y = -1/2x + 7

Second find the slope which is : m = -1/2x

Third the formula for finding a parallel line to another is : y - y
_(1) = m(x - x
_(1))
The problem now would look like :
y - 0 = -1/2(x - -8)

--Distribute the -1/2
y - 0 = -1/2x + 4
--Add the 0 to 4
