What does "Among the animals its eat or be eaten, among the humans its define or be defined" mean ?

I think this has many interpretations. What I take from it though is that, basically, animals eat eachother per their instinct. However, humans can do what they want, or be forced to do something and be praised for or looked down upon what it is they do, whether they chose to or were forced to do it.
