Answer: By analyzing the metric ruler in the image, you can see its smallest interval is 1mm. Therefore you can´t measure anything smaller than 1mm. That means that any measurements in meters will have at least 3 digits.

For example, an object with a length of 24 mm can be measured with the ruler like L=0.024m ± 0.001m
