Answer:

A, is static because F1 and F2 are moving in opposite directions and are equal to each other, the forces cancel out making the system static.

C,Moves with uniform velocity because while F3 is pulling the system down and F1 pulling the system up at an angle, the combined force of F3 and F2 balance the force exerted by F1 (assuming the system in on a flat surface)(not 100% sure in this one)
