False.

Justin W. Patchin from the University of Wisconsin-Eau Claire did conduct formal surveys of 15,000 middle and high school children in the U.S. in the early 2010s, but the results were that approximately 10% of them had experienced cyberbullying in the last month and 25% in their lifetime.

His institute, the Cyberbullying Research Center, has been reproducing these studies since 2002. On average, the rates of cyberbullying victimization at some point in a teenager's lifetime have been around 28%, and 11% in the 30 days preceding the survey.
