The sidewalk is at rest and it will remain at rest. It has kinetic energy that will affect the ball an it will make it bounce when they collide.

A sidewalk cannot have momentum since it's an immovable object, therefore it has no momentum at all, but the rubber ball can have momentum at the moment of being thrown towards the sidewalk and it's momentum will be minor after it collides because the sidewalk will absorb some of it's force.
