The rapid evolution of technology and the need to freeze a project's scope can combine to render a project:

1. Obsolete before it can be finished.
2. So complex that it will take too long to complete.
3. A poor fit with current company strategy.
4. Too costly to complete.

Answer: Obsolete before it can be finished.

Explanation: Technology is rapidly changing and therefore individual's and organizations alike needs to constantly be updated with the current happenings in Technology in areas related to them.

If a project's scope is limited to a certain period and not often updated to get the current happenings in Technology, in no distant time that project would become obsolete.
