Answer: Francophone (adjective).

Explanation: Francophone is someone who speaks French. It can refer to person/s but also to geographical part of some country or region, it can refer to population. Inhabitants of western part of Switzerland are not French but speak French and that is why we can call them Francophone. The same can be said about inhabitants of Québec (Canadian province).
