equation of line,

y-
y_1=
(y_2-y_1)/(x_2-x_1)
(x-x_1)..............(1)

put co ordinate (0,3) and (2,7) in the equation (1)

y-3=
(7-3)/(2-0)(x-0)

y-3=2x

y=2x+3

rate of change of linear equation=
(\partial (2x+3))/(\partial x)


(\partial y)/(\partial x)=2

hence, initial value=2 answer
