The power between the Congress and President shifted:

  • During time of crisis President gain more authority and have more power than the Congress.
  • If the President’s political party is also the Congressional majority then executive branch holds more power than legislative branch.
  • The National Emergencies Act of 1976 restricted the president’s emergencies powers because it gave the President broader control over national economy.
  • In normal situations the Congress holds more power than the President. Different acts and laws are passed to shift the balance of power from the hands of the President to the Congress.
