y=-1/2x+1

Explanation:

y-1=2(x+2)

y-1=2x+4

y=2x+4+1

y=2x+5

y-y1=m(x-x1)

y-3=m(x-(-4))

y-3=m(x+4)

perpendicular means negative reciprocal of the slope,

so the slope will be -1/2

y-3=-1/2(x+4)

y=-1/2x-4/2+3

y=-1/2x-2+3

y=-1/2x+1
