Explanation:

Here 2/5 is less then one then all sides are gonna 2/5 of initial length hence reduction occur.

Angles are not gonna affected because it is like zoom in.

Center of dilation can be anywhere as point Q is not specified in question thus it is wrong.

Yeah base of rectangle is reduced by a factor of 2/5.
