The efforts might be directed to open new job positions. So the budget may be balanced as soon as possible with the unemployment rate decrease.

Explanation:

In Government policy, the higher the unemployment rate the higher the public expenditure. So to tackle this matter the key is not to avoid elevating the budget it, for it is inevitable. But to shorten this period, as much as possible.

The efforts might be in a Keynesian economic view, directed to open new job positions, as soon as possible.
