Answer:

y= -6/7x+8

Explanation:

7x-6y=13

6y=7x-13

y=7/6x-13/6

a perpendicular line has the x-axis as the reciprocal and the opposite

so

y= -6/7x+b

and to find b you take the x-axis, in this case, it is 14, multiply 14 by the slope which is -6/7. 14x-6/7= -12

-12 plus what number is -4? it's 8! -12+8=-4 b=8

so you get y=-6/7x+8
