The Connecticut Commitment resulted from a debate among delegates about how each state could have representation in Congress. The Great Commitment led to the creation of a two-chamber Congress. It was also created the House of Representative, which is determined by the population of the state.

The agreement retained the bicameral legislature, but the upper house had to move to accommodate two senators to represent each state. The agreement reshaped the structure of the US government, striking a balance between highly populated states and their demands, while taking into account the less populous state and its interests.
