NO, the rock in the crust is not able to move around easily than the rock in the mantle because the rock in the mantle is hotter near to the melting point and so can move around quite easily, then the rock in the crust is much cooler like the ice, so it is much harder to move around.

The mantle made up of 44%of the oxygen, 21.5% of the silicon and 22.8% of the magnesium. The interior of the earth is very hot: so the mantle is always hotter due to the formation of the planets and the destruction of the radioactive element. The crust in the upper layer has a dense ocean plate.
