Explanation:

Point slope formula

y-y1 = m(x-x1)

Plug in 2 for m, 3 for y1 and 0 for x1

y+3 = 2(x-0)

Distribute

y+3 = 2x

Get y by itself by subtracting 3

y = 2x-3
