a. p=0.41, where p, the parameter, is the true proportion, as stated above.

The null hypothesis p=0.41. We will never know what it is, but that is the hypothesis.

The alternative hypothesis is p≠0.41.After that hypothesis we never know is it write or wrong. We can look at the sample and decide based on the p-value what the chances are that the parameter is truly 0.41 given the sample.We can create confidence interval which determine that true parameter lies in the interval.
