Anna can buy 7 snacks

Explanation:

So if Anna wants to get a a ticket she will have to pay 9.50 so 35-9.50=25.50 and Anna wants to get snacks for x and each snack is 3.50 the 25.50 divided by 3.50 is about 7.29 and with that you cant buy .29 of a snack so Anna will buy 7 snacks and she will have about 1.02 dollars left (if you needed that)
