It's a horizontal line, y = 8.

We start off with the equation 'y = mx + b'

Since we know that the slope is 0, we input that into m:
y = 0x + b

Input (7, 8) in order to find b:
8 = 0(7) + b
8 = 0 + b
8 = b

And so:
y = 0x + 8

Since the 0 makes x negligible, we can take it out:
y = 8

Answer:

y=8

Explanation:

y-y1=m(x-x1)

y-8=0(x-7)

y-8=0

y=0+8

y=8
