Assigning people to task is basically the role of managers/unit heads. They can only do this because they understand the strength and weakness of the staffs below them, they know the best man to do a particular job at a particular time, it may involve two or more but they know the strength and capabilities of their staffs. Lastly;

Setting priorities is one of the main roles a manager and it is important he or she does it to met a particular timeline for a particular task. It involves putting there best men forward from planning to execution.
