Explanation:

When 2/3 of the garments in the shipment were inspected, 18 of the garments passed inspection and the remaining 2 garments failed.

18 +2 =20 garments represents 2/3 of the total garments

First we find the total number of garments


(20)/((2)/(3) ) =20 \cdot (3)/(2) = 30

so total of 30 garments

90 percent of the garments in the shipment should pass the inspection

90% of 30 is
(90)/(100) \cdot 30 = 27

So 27 garments should get pass in the inspection

18 garments passed inspection

remaining is 27-18= 9

so 9 uninspected garments must pass inspection
