Everyone who advertises their beliefs is spreading propaganda. If you feel there is some issue to speak out on, and decide to make a flyer about it, that is propaganda.

The problem only arises when it is done cheaply. When people spread half-truths or refuse to give you the whole picture. It is fine to sketch a certain narrative and be confident about it, but you shouldn’t do it in bad faith. When you know you are leaving out vital details, you could as well be telling a lie.

If your propaganda relies on your opponent not being there to answer it, it is tasteless propaganda, because it doesn’t contain a real argument. Before asserting something you must always ask: Would this be a defensible claim in a discussion held in good faith? That would be my rule of thumb.
