The Bill of Rights guarantees (or protects) the civil right and liberties of an individual.

The US would have a weak national government comprised of a one-house legislature, and only Congress would have the power to declare war and other things like that.

The original purpose of the Constitutional convention was to decide on a way to govern the new nation (America). It was also used to revise the articles of confederation.
