I only know the answer for the first part of the question but here it is:

What are three questions should you ask yourself when searching for the root cause?

1. Is the server performing properly?

2. Is spyware or malware present?

3. Have there been any changes to the network recently?

WAN:

Three questions that you should ask yourself when searching for the root cause of connection issues to a WAN:

a. Step 1. Make sure all cables are connected properly at server ends. Make sure finance department has payment for service providers.

Step 2. In network any managed switch continually blinks or continues light. If so remove that cable to disconnect the workstation and check wan issue still exist.

Step 3. Open log files in firewall and check whether there is packet dropping

The carrier network infrastructure:

b. If infrastructure is issue for wan. Best is identifying switches or fire wall and update firewall patches with change network cables.

Any operating system update is required address it.
