Explanation:

Since the point is graphed on the y-axis we can assume it has to be some value of y and x = 0 or (0,y) where no matter what the y is, the x value has to be 0 in order for the point to be on the y-axis.

why B is wrong:

y coordinate that is 0 could still have an x value that is greater than or less than 0 which wouldn't be on the y-axis

why C is wrong:

the x coordinate cannot be negative as any negative x value pulls the point away from the y-axis

why D is wrong:

the y coordinate can be negative but if an x value is selected anywhere else it can pull away the point from the y-axis
