Solution:

Given that

Mrs. Maxwell is buying pencils for her students.

She has 3 classes of 28 students each.

She wants to give each of her students 4 pencils.

She can purchase packs of 18 pencils for $2.52

Need to determine number of packs of pencils Mrs. Maxwell need to purchase.

Let’s first determine total number of students

As there are 3 classes of 28 students each means

Number of students in 1 class = 28

=> Number of student in 3 classes = 28 x 3 = 84

Mrs. Maxwell wants to give each of her students 4 pencils.

So number of pencils required for 1 student = 4

=> number of pencils required for 84 student = 4 x 84 = 336

Given that number of pencils in one pack = 18

So number of pack containing 336 pencils
=(336)/(18)=18.66 \text { packs }

So Mrs. Maxwell needs to buy 18.66 packs of pencil containing 336 pencils for 84 students.
