A) According to Henry, why are some people saying that the colonists should not rebel?

Because Henry thinks that people think they are small and weak compared to the powerful and experienced British Army. However, Henery cried out loud that it was the right time to fight and demand liberty from the English monarchy.

And that takes us to the second question

B) What did Patrick Henry mean when he said, "give me liberty or give me death?

Patrick Henry was convinced from his heart that the colonies deserved liberty and it was well worth to fight for it. He thought that people must fight to get liberty and although you could die on the battlefield, it was well worth it.
