I just took the test and got it correct. I had already tried B and C which were wrong. So I reviewed the last two and realized that A, was also wrong because the Congress didn't pass the Judiciary Act, the Supreme Court ruled it as unconstitutional.

I realize this question was asked in 2019 but I figured I should reveal the correct answer for future references and help.
