As the line is perpendicular to this line, the slope is
-(1)/(10)

m= -0.1

( product of slope of two perpendicular lines is -1)

thus the equation is


y = (-(1)/(10))x + b


y = (-0.1)x + b

now to find the value of b, input the point coordinates (8, -2) in the above equation.


-2 = (-0.1)(8) + b


b = -2 + (0.8)

b = -1.2
