slope: 1/2. y-int: 3

Explanation:

for slope: the slope for a perpendicular line is the negative reciprocal. so -2 flipped is -1/2 and adding on a negative will cancel the original one so 1/2.

for y int: use the new slope and the point given to figure it out.

4 = 1/2(2) + b --> 4 = 1 +b --> b = 3
