Explanation:

-2x+3y=-1

6x+4y=4

----------------

3y=-1-(-2x)

3y=-1+2x

3y=2x-1

y=2/3x-1/3

-----------------

4y=4-6x

4y=-6x+4

y=-6/4x+4/4

y=-3/2x+1

--------------------

2/3 and -3/2 are negative reciprocals, therefore, they are perpendicular.
