I don't think someone's race or ethnicity determines their ability to communicate in a foreign language. English is today's most universal language, many times asked as an essential requirement when applying for a job.
So following that line on reasoning, if Hector is part of a team in charge of website construction, it comes as a logical conclusion that he must be fluent in speaking english, otherwise he wouldn't be able to perform his job correctly. Constantly making reference to his race wouldn't be helping overcome communication barriers, but would only be an act of innecesary racism as it would hint that just because of his ethnicity background he needs a special and different treatment.
