okay so you already know that the y-intercept is 4 since a point is (0, 4)

but not to find the slope you can use the y2-y1/x2-x1

16 - 4/ -8 - 0 = 12/-8 = 3/-2

or

4 - 16/ 0 - (-8) = -12/8 = -3/2

it doesnt matter which you plug in first

so we know the slope (m) is -3/2 and the y-intercept (b) is 4, now to put it into an equation:

y = mx + b

y = -3/2x + 4

also im going to put this in slope-intercept form

3x + 2y = 8

-3x -3x

2y = -3x + 8

/2 /2

y = -3/2x + 4

y = -3/2x + 4 = y = -3/2x + 4

so both answers equal each other, meaning they both are right
