Roman Republic was different in several ways than a Kingdom.

Rome had a Senate, officials from Noble classes participated there in the decision making. And rather than an individual making the decisions, decision making was a collective effort by the Senate.

Decisions regarding all matters in nature of military were taken by the Senate as well.

The Senate appointed provincial rulers to rule provinces in Rome and the occupied territories.

A "consul" was elected by the Senate as well, specially in times of war. After the appointment, the consul had the total power over the military and other decision making, yet he must consult with the Senate.

However, the normal middle class citizens (Plebians) were not allowed to participate the senate.
