For the United States, the 20th century was a progressive era. But it was also the moment when some new changes could be used by the evolving world and the new economic policies and businesses. Another such was the U.S. constitution's 16th amendment. Simply put, it was an income tax amendment proposal which was earlier presented by the Congress. In the past, the Congress had made an attempt to pass a tax bill along with some tariff bill. The consequence of this was that President Taft and few other Congressmen came to the decision of introducing a constitutional amendment thereby legalizing income tax.
