The answer is b
When we simplify, we add like terms. Terms are separated by operation signs. Like terms are terms with the same variable or letter next to the number. We could add 14x+(-20x) and would get -6x.
Then we would add -3y+5y and would get 2.
Then we would leave the 19 alone because it does not have any like terms.
That is why we get -6x + 2y + 19.
