She owns 4 black and 4 gray t-shirts because the ratio is 1:2 before buying, the question said how many Black and gray t-shorts did she buy, and both colors have to be equal, so she will buy 3 gray and 2 black t-shirts.

Explanation:

Starts out with 1 gray for every 2 blacks. This is a 1:2 ratio. Ends with same number of each. This is a 1:1 ratio. To achieve that ratio she had to by 6 gray shirts.

If she started with 6 gray and 12 black this would fit the 1:2 ratio. If she bought 6 gray and now has 12 gray and 12 black, this would fit the 1:1 ratio.
