Turn 10 1/2 to a improper fraction.

10 1/2 = 21/2

Now, we can divide using "copy dot flip."

= 21/2 ÷ 3/8

= 21/2 · 8/3

= 168/6

Simplify.

168/6 → 28

28 people can be fed being given 3/8 per person.
