Answer:

$42.26

Tom pays more since 7% is greater than 4%

Explanation:

7% Tax = 1+0.07=1.07x

22*1.07= $23.54

4% Tax = 1+0.04=1.04x

18*1.04= $18.72

- Now Add

23.54+18.72= $42.26
