b. - 18 feet.

Explanation:

If we consider the water level as the reference level then the elevation of the fish is - 27 feet, i.e. the fish is 27 feet below the water level.

a. Now, the fish decreases its elevation by 32 feet and then increases its elevation by 14 feet.

Therefore, the new elevation of the fish is (- 27 - 32 + 14) = - 45 feet.

b. Now, if my elevation is
(2)/(5) of the new elevation of the fish then my elevation will be =
- 45 * (2)/(5) = - 18 feet. (Answer)
