What we need to do is to write the equation given in this form ,that is

y + 3 = 3 ( x - 7 )

Expanding the R.H.S , we have

y + 3 = 3x - 21

subtract 3 from both sides

y = 3x - 21 - 3

y = 3x - 24

comparing this with the formula , we have
