a - 14.4 mpg

b -15 mpg

c - the second car

Explanation:

all you have to do is divide the amount of miles by the amount of gallons to get your answer,

360/25 = 14.4

480/32 = 15

The higher the value the better the mileage, so the second car has better mileage
