Given information,

Cost of 1 cubic foot =$1.29

And the total number of cubic feet he bought=16. 5

Extra cubic feet needed=4.5

Now,

Total cubic feet he bought=4.5+16.5=21 cubic feet

Hence, Total cost = 1.29 X 21

the total cost is $27.09
